Most importantly, while you are waiting for the technical issue to be resolved, have you read the t&c of joining eBay Plus

There are fees after the free trial if you do not cancel (no reminders sent) for a start

This is a member to member forum which eBay do not read, so if this is an ongoing message you get and you want to let eBay know about it, you will need to contact them via eBay Help at the top of any page
