    <description>&lt;P&gt;A couple of days ago I purchased a whipper snipper on Ebay. &amp;nbsp; Since the seller lives in the next suburb to me, I arrange with him to pick it up Tomorrow - the earliest convienent time for him- and pay cash.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Yesterday I purchased a top on line from Queensland and so I paid for it using PP. &amp;nbsp; Now I see PP have withdrawn both payments from my account. &amp;nbsp;I did not authorise the first payment. &amp;nbsp; Now the seller will be slugged with PP fees that he really shouldn't have to pay. &amp;nbsp;&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Is this usual practice for PP, please?&lt;/P&gt;</description>
