How do I unblock a payment

I asked for a refund from the supplier I brought an object from, but they are saying they can't send me the refund as it seems that the funds have been put on hold. and they beleive it is on my end of the ebay purchase. I dont know how this could be as I pay through direct debit and not through paypal.

I brought this item as a guest user and now have an account. I have attached a screen shot of the email sent to me.

Something does not ring true.....if you paid by direct debit then neither ebay nor paypal can put a hod on anything.

Are you sure you did not pay as a guest through paypal?
