Hi my buyer has confirmed receipt of item but payment is still being held by Paypal is it up to me or buyer to advise of receipt so the money can be released??

All new sellers have their funds held for 21 days , those are the rules

If the buyer has left positive feedback, that can help

It is up to you to make contact, but it does not mean the money WILL be released earlier

Do you have tracking showing delivery?

That will anecdotally help (it used to, I don't know if that's still the case), but you need to contact Paypal with the information, not eBay.
