How can sellers list freight with postcode included then when I buy they up the freight?

I purchased 4 tyres, the listing,160902640278, included freight costs to my postcode, I paid with paypal but 2 days later, the tyres had been marked as sent, which they obvisly had not, I received an email asking for an extra $60.00 for freight, when I questioned the extra cost I was issued a refund. Why are sellers like carlinkauto not held accountable to costs when they are plainly stated in the listing?.
