Global shipping program tracking, what does this tracking update mean?

Hi,

I have been tracking a package from the US to Australia, and the last three tracking updates read as follows;

Exception: Undeliverable-SYSTEM_RESTRICTION

Dec-10-13, 19:19 PM, Erlanger

Processing at US Shipping Center

Dec-09-13, 12:19 PM, Erlanger

Arrived at US shipping Center

Dec-07-13, 19:38 PM, Erlanger, KY 41018

The update on the 10 Dec is what worries me, what does this update mean? Will I not recieve my item because it is restricted? Or is it a system error?
