Question Global Shipping Query (discrepancy between auction price and amount billed) in Packaging & Shipping

Hi, I was wondering if this is normal:-

Purchased an item from the US which sold at auction for US $29 with a US $44.11 Shipping fee for International Priority Shipping.

When I received an email update re. Global Shipping, it stated the item sold for US $48.99.

When looking at my paypal account I see I've been billed US $48.99 for the item cost and US $24.12 for the shipping (Pittney Bowes).

I'm wondering if this is some kind of Global Shipping surcharge or if it seems the seller has overstated the shipping and pocketed the difference? I'm also wondering how the ebay sale price could be incorrectly updated after the fact (ie $29 auction price becoming $48.99 for Global Shipping). Does Pittney Bowes inflate the actual selling price to take a cut?

I noticed the same thing with a previous Global Shipping purchase where the actual selling price was doubled in the Global Shipping update I was sent.

Thanks in advance if anyone can shed some light on this.
