How do you setup a listing for 2 products that are related but not the same, so the buyer has the option to buy one or the other or both?

Example: Item 1: Round Cookie Stamp Item 2: Round Cookie Cutter to Suit the Stamp

Maybe you're over-thinking it, just have 2 separate listings then the buyer can choose whatever option suits them.

There are effectively no limits (250k) so why overthink it?

Set up 2 listings, as padi said. Twice the chance of being seen/purchased.
