Ebay International Shipping put my label on someone else's package, how do I resolve?

Hi, so I received a package that was sent through the Ebay International shipping center today. I had ordered some toys for my daughter's birthday that I could only find in America.
When I received the item I was confused as it had my name and address on it but I hadn't ordered anything small. I opened it and I definitely didn't order the item inside but thought my partner may have ordered something from Amazon or something and forgot to change it to his name.
I looked at the tracking and realised that the tracking number was the same one that was linked to one of my orders for a present for my daughter that I purchased from Ebay and the item said delivered even though I did not have the item.
I contacted the seller and they don't even stock what I ended up receiving and were just as confused as I was.
I looked into it further and peeled some of the labels back (I took photos before I did this) to see that the package I had was meant for someone called Robert and definitely not for me (unfortunately all I could get was the first name).
I realised that someone at the International Shipping center had put my shipping label onto someone else's package so we have no way to figure out what happened to the item I had ordered.
As this is not the fault of myself or the seller I'm not sure what option to select in regards to a refund. The bot keeps saying to select the "did not receive item" option (which I can't do until the 26th) but the tracking says delivered and the issue is that I received someone else's package, not that the package attached to tracking number didn't arrive. I am worried they will take one look at the tracking and say it did arrive when the issue was the shipping center mislabelled the packages.
What is the best way to have this resolved and how would I go about doing so? Will Ebay cover the cost of the item I purchased? I just feel bad for the seller if they have to refund me when it wasn't their fault and then they are down an item.
This is the first time I have had an issue like this so I'm pretty clueless. I also can't mark it as didn't arrive until the 26th.

If it was sent through eBay International Shipping , eBay will handle the (return) case, not the seller

·5 months agoYou don't open a dispute for "item not arrived", you must open a dispute for "item not as described", or you will lose the dispute.
