post office boxes

I have a buyer that has bought an item but wants it sent to a Post Office Box. But when he goes to pay for the item it says I don't post to post office boxes. I have checked my business policies and all is fine. Why can't I post to him ?

I had a look, randomly at one of your completed listings and the very first thing under excluded is PO Box
