If you have not received what you bought, and it is past the latest estimated delivery date, you open and follow through with an item not received dispute
No need to phone anyone
Nobody is going to contact you, it is up to you to escalate the dispute
You say 'complaint' do you indeed mean you just sent eBay a message complaining, or did you open an actual dispute?
Did you buy on this account or as a guest?
What was the estimated delivery date?
What was the seller's feedback as a seller like?
