You actually don't need to contact anyone in ebay. Go to the My ebay section of your account and look at your purchases. It should show you the estimated arrival date for the disc brakes and pads.
If that date has passed, there is just one thing you have to do. You click a link there-I am not sure what it shows, but maybe something like other actions?-and there should be a choice "I have not received my item'.
Open an ebay claim for an item not received.
The system is fairly automated, in that you won't have a human hovering over it for you, but the seller will basically need to upload tracking or evidence of delivery or else you should win the claim.
Do monitor it as you may need to escalate after a certain period of time if the seller has not refunded you.
But you should definitely be in line for a refund. Do not accept an offer of a replacement. Do not close the claim without a refund.
And this is the sort of item you might be better buying at an actual shop as you can't rely on the quality you'll get from some random ebay seller, especially if the seller is located somewhere like China.
