Discount applied then disappeared from cart at payment

Generator ($989) advertised with 15% discount with code, but when paying for item, the discount disappeared out of cart and I was charged full price. A noise sounded at that time and a message briefly flashed on the screen saying “the seller has changed something”. I have contacted the seller numerous times and they only offer 7% refund and they say that I need to contact eBay to get the other 8%.
The discount amount should have been 15% ($148.35) but they are repeatedly only offering $69.23 (7%) and say that I need to contact eBay to recover the other 8% ($79.12).
The discount code had not expired.
Has anyone else ever had this happen to them?
