Firstly, I'd do as sandy advises and check if you have actually opened a proper ebay claim for your refund.
Don't go back and forth with any seller.
If you have a problem with a purchase and believe you deserve a refund (item damaged or not as described or if an item has not been delivered etc), you can go through with an independent claim within 30n days of the expected delivery.
If you have other troubles, you can go to ebay help and get onto chat and I believe if you persist with that, it can lead to a call back. I know a seller who has several times spoken to an ebay rep on the phone this way.
But you may be able to get your problem resolved in just chat. It will start off as a bot but a human will eventually come online if you say an issue is still unresolved.

What issue are you having?
If you are the buyer, did you open and follow through with the appropriate dispute within the time limit?
Or was it a change of mind return that the seller had agreed to?
If everything was followed as required, have you checked your funding source for the refund?
