I've contacted Ebay on two occasions now. Last time an agent phoned me and we spoke about this seller. I received an email telling me to do nothing and that Ebay would investigate further. I've not heard a word back since from Ebay and that was 4 days ago now. $140 is in the sellers bank. It's impossible to contact an agent easily. These supposedly "report a seller" pages tell you to bugger off and wait at least 30 days. Useless. There seems to be no way to ask for an Agent to phone me.
