While it is frustrating not to be able to leave feedback, you could still have opened a case, as papermoon.lady said, but it appears you might have waited too long.
March 2022 I ordered and paid for shaver heads from a seller in China. I have never received the goods or a refund despite the seller claiming to have sent them twice and promising to refund me twice. eBay's setup prevented me posting negative feedback because it was more than 60 days from my purchase, but the seller's delivery window was more than 60 days, so IO couldn't complain until the feedback window had closed. Catch 22! When I contacted EBay, they made a point of saying I was not entitled to a refund from them. Their TV advertising highlighting the money back guarantee makes no mention of their guarantee being limited. I eventually found a way to contact eBay and their sevice rep said they'd look into the sellerbut I've never heard back. The whole experience lessened my confidence in eBay. That purchase is the only time I have not received goods ordered via eBay.
Leaving feedback and opening a case for INR are two different things. Did you open a case in the 30 days after the last day of the estimated delivery (even if you were unable to leave feedback)?

There are rules
You are aware of the estimated delivery date before you buy
You chose to buy from a questionable seller in China
Who more than likely had pages of red dots already which you took no notice of but think yours will make a difference
eBay help is at the top of every single page
eBay reps type from a script, nobody was going to look into it
You did not follow the guidelines
