·3 years agoIt means you are blocked from buying from that seller
Which could be for any number of reasons
You have too many non payment strikes
You have a PO Box
You live in an area the seller does not ship to
Or others
Are you able to send a message to the seller?
If they have outright blocked you, they may have also blocked messages from you
IF it is due to the seller blocking, they do not have to explain themselves as to why

·3 years agoIt sounds as though the seller has Buyer Blocks in place and for a number of reasons you are automatically blocked from buying from them.
You could try contacting the seller and ask for them to place you on their exemption list, then you would be able to proceed.
