I can't disagree with that , anywhere would be better than eBay chat
BUT
I can guarantee that if you give more details here ( item number - not the seller's name ) someone will be able to give you the best advice and all the help you need to get your refund.

How do you mean they delay refunds?
Did they tell you they are out of stock and you have to wait for a refund ?
Has the estimated delivery date passed?
