You are charged for what you buy, obviously
If you buy something that does not arrive, you are still charged
BUT
If what you buy does not arrive, you contact the seller, if they ignore you, are not helpful, or tell you nonsense then you have to open and follow through with an item not received dispute
eBay have no way of knowing a purchase did not arrive if you do not 'report' it by opening the dispute
so
