Package returned to sender - won't refund or resend
I had an order (several hundred dollars). The seller split the order into two parcels. One was delivered. The courier (Australia Post) say the 2nd package was wrongly addressed and returned to the sender. The sender is slow to respond and hasn't resent or refunded the part order. Ebay say the item isn't covered by thier money back guarantee and I won't receive a refund. I paid by debit card. What should I do?

If the seller is not responding, I would open an ebay claim. You don't have to ask the seller, you don't have to do anything they suggest or say. Open a claim for item not as described.
It is not as described because several items are missing.
I wouldn't even go into big details about how they sent it in a second parcel and it got sent back to them etc
I'd just say some items were missing in the parcel you received. If this was one order, that is how you need to treat it. Why they were missing is the seller's worry. If you had one order, it was meant to be sent as one.
I am not sure how ebay approaches the issue of refunding part of an order. Maybe that is why they said you couldn't claim-and you would have been claiming item not received?
An item not as described is a different sort of claim and you can open one of these claims even if an item not received claim was opened earlier.
If the seller then replies within your claim and offers you a partial refund for the missing items, you can accept it but do not close the claim until you have the money.
If the seller offers you a refund on return of the items you have, they have to provide a postage label. And again, don't close your claim till the refund is sorted.
