Refund not received on an item

HI I bought a reversing camera and the item did not meet the specification I required I paid for the postage and sent the item to the address the seller told me too and the Item is now sitting in the Aust Post depo the seller works from. The seller has not picked the item up and has not supplied the refund. It has been months sense the return and still no money has come back and the item is still sitting and the Aus Post Depo. I raised the issue with Ebay and they started the return process but closed it before I received my refund. What do I do next and how do I get my money back form a supplier that is stealing my money. I have contact the Seller so many times its not funny it has now become a joke I am thinking of not buying any more items from ebay as you just get ripped off.

Did you open an item not as described dispute or did you do 'what the seller said?
Very hard for a buyer to be ripped off if the follow the correct process and use the tools they are given
Was it the last seller you left the neg for, who is registered in China and has rubbish feedback?
Too late to do anything through eBay now if it has been 'months'
You could have checked feedback before you bought
You could have opened and followed through with a dispute within the time limit
You could try a bank chargeback with may or may not be successful
