Especially if this is for either of the two dodgy sellers who have left you recent feedback
So don't allow them to play games with you
You do not need to upload a video to open a dispute, and make sure you follow through with it

The “attach a video” scenario is well known as a delaying tactic by Chinese eBayers in particular, used in order to string along the buyer until it’s past the 30 day period for the MBG.

If the item received is faulty or not as described - open a relevant case - now.
Do not let the seller string you along until it is too late to claim - you have 30 days after arrival.
