We're not ebay workers but we can try to help you.
When something like this happens, when an item just doesn't arrive in the advertised time range, it's important you do something pretty well immediately, without waiting for weeks and weeks.
You don't have to accept a loss of money. You do need (and this applies to any website where you buy something, not just ebay) to read up about terms and conditions and the help pages to learn exactly what you can do.
In this case, if it is within 30 days of the expected arrival of the goods, you can do as casey suggested: Go into the My ebay section and open up an ebay claim for item not received. The drop down menu next to your purchase says somemthing like "I did not receive mmy item'. Open a claim.
Keep an eye on it. Unless the seller can upload tracking that shows delivery, you should get a refund. Escalate if you need to.
On no account close the case till you have a refund, no matter what the seller says. Do not accept offers of re-sending. Only accept a full refund.

I can see you seem to be fairly new to ebay.

You have 30 days from the last estimated delivery date to file item not received claim/s through eBay's Money Back Guarantee.
If you've left it too late you have 180 days from payment date to file item not received claim/s with Paypal, if that's how you paid.
Or as a last resort, you could try a CC chargeback with your bank

You had the option to do so, even if you bought as a guest
