This seller is an known scammer as other buyer also been scammer abd left the negative feedback

 

After reading other posts, it seems that ebay will not refund if the items is showing “delivered”

 

What should I do?

This exact same thing happened to me, literally the same time as your issue. 
yhey are using fake tracking numbers as part of the scam.
