When it says “seller is no longer a registered user”, it usually means eBay has removed or suspended their account, so you won’t be able to contact them directly through normal messages.
What you should do now (asap):
• Go to your Purchase history and find the item.
• If it hasn’t arrived and is past the estimated delivery date, open an “Item not received” case (there’ll be a link or button next to the order like “I didn’t receive it” or “More actions”).
• Follow the prompts and let eBay handle it from there – they’ll try to contact the seller, and if there’s no tracking showing delivery, you should be refunded under eBay’s Money Back Guarantee.
Don’t wait too long, as there’s a time limit to open a case (30 days past the delivery window), but once you do, eBay steps in even if the seller is no longer registered.
If it’s been greater than 30 days, you can still contact your bank or payment provider (like PayPal) who can initiate a chargeback.
If the listing's been removed from your Purchase History page, you'll need to contact eBay to open an 'item not received' case for you manually.

"Go to your Purchase history and find the item"
As already mentioned, when a seller is NARU, their listings are usually removed from the site and a buyer's Purchase History
In which case buyers will generally need to contact eBay Help and ask for a case to be opened manually

IF it's longer than 30 days after the last estimated delivery date, you have 180 days to file a claim with Paypal.
Or as a very last resort, you could try a chargeback with your bank
