I am guessing it may be that you can't pay or something like that?
-when you contact ebay, go through help, get onto chat, keep going till you get a live person or call back. Don't just send a message to ebay, you'll get a robotic message back.
See if a real person at ebay can help you.
-the seller cannot necessarily fix a technical problem.
However, if the problem is something like you tried to pay via eg paypal and the payment is pending and not going through, then there is good chance the problem is the seller's paypal account.
You can cancel a paypal payment and try again but if it still doesn't work, then ask the seller about their account. If they can't fix it, cancel your payment.
You're not onto ebay help here by the way, this is just a messageboard.

How did you notify eBay and when?
Did they give you the 24-48 hours scripted response?
How is the seller suppose to fix a technical issue with eBay?
What is your technical issue?
