why is eBay avoiding getting reached by customers who have been ripped off?

spent 90 dollars on an item- never received it -reported to the seller no response- contacted eBay no response. I want my money back! when one calls you get disconnected. What is going on?

Did you check seller feedback prior to purchase?  If not, suggest you do in the future.  That % is pretty low in the scheme of things

You've been here 9 years and have not yet read the buyers guide?

You need to formally open a dispute within 30 days of the last ETA.

You don't need to communicate with the seller - seller is not obliged to do anything without a case being opened.

eBay’s call centre has been closed since the start of the pandemic. You can contact eBay CS by Live Chat but … Live Chat is not how eBay offers refund resolution for items that haven’t arrived.

You must open a refund request (INR - Item Not Received) under eBay’s Money Back Guarantee.  It is straightforward (but completely bot-driven). Humans are not involved in the refund process.

As long as it’s no later than 30 days after the latest Estimated Delivery Date (EDD), you can open the request/dispute and as long as you don’t allow the dispute to time out, and if necessary request that eBay step in to resolve the dispute if the seller doesn’t refund you within 3 business days, you will be refunded.

(If you have delayed and it’s nice too late to get a refund under eBay’s MBG, you’ll need to open a PayPal dispute if that’s how you paid.)

    From eBay’s MBG Help page:

Actions & time frames when the buyer doesn't receive an item

    Action

    Time frame

The buyer reports that the item hasn't arrived or was not available for collection

Report an item that hasn't arrived - opens in new window or tab

    Earliest:

    • Once the estimated or actual delivery/collection date has passed

    Latest:

    • 30 calendar days after the estimated or actual delivery/collection date has passed

The seller responds to the buyer's report

The seller is required to respond and provide either tracking information, delivery updates, or a refund.

    Latest:

    • 3 business days after the report date

If the seller provided tracking details, eBay may close the case automatically once tracking shows the item has been delivered.

    Ask eBay to step in

If the seller hasn't responded or if the buyer and seller can't reach a resolution, they can ask us to step in and help.

eBay may step in without the buyer asking if there is no valid tracking information available.

    Earliest:

    • 3 business days after the report date

    Latest:

    • 21 business days after the report date

Deciding the outcome when the buyer doesn't receive an item

When a buyer reports that they didn't receive an item and the transaction meets our eligibility requirements, we will look for:

    • Evidence of successful delivery to the address provided in the Order details, or
    • Proof that the buyer collected the item

If we determine that the item was not successfully delivered or collected:

    • The buyer will receive a refund for the full cost of the item and original postage, and
    • The seller may be required to reimburse eBay for the amount of the refund

    Evidence of successful delivery
We require all of the following to prove a successful on-time delivery:

    • Tracking number from an integrated carrierwhich was uploaded to eBay and shows a carrier scan before the latest estimated delivery date
    • A delivery status of "delivered" or "attempted delivery" (or equivalent in the country to which the item was delivered)
    • The date of delivery or attempted delivery
    • The recipient's address, showing at least the city/suburb or postcode (or international equivalent) that matches the one found on the Order details page; and
    • Signature confirmation, on orders with a total cost of $750 or more. Learn more about our signature confirmation requirements

Did you follow the proper process and open an actual item not received dispute and follow through with it?

You have 30 days past eBay's estimated delivery date

6 months with PayPal if you paid that way

Buyers have all the power and all the tools NOT to be 'ripped off'

Which are useless if not used

After contacting the seller and getting no response, did you open an INR dispute?

    You don't mention doing so

The call center close almost 3 years ago due to Covid

It is up to you to to use the tools given to you

Contacting eBay is not needed to open a dispute

You have been on eBay since 2014, so no excuses to 'not know' the most basics of buying

eBay are not going to read the feedback you left and have no idea you did not get the item since you chose not to open a dispute
