Is that what you were expecting to receive ?
Have you only made one purchase recently ?
On the very off chance that the sim card was a mistake rather than a scam, what is the item number ?

eBay do not sell anything. you 'pay eBay' and eBay pays the seller
You bought from a dodgy seller and you got dodgy
If you did not get what you bought, you open an item not as described dispute and follow through with it
