I haven’t sold on eBay for a while.
i got a message to update my seller acct.
checked and my info is still the same so no changes needed.
updated the info anyway
logged back in to sell something but the message is still there

You will not be able to sell until you do everything required
And then you will have a hold on your funds as you will be seen as a 'new seller' by eBay (how much yu sold years ago does not count)
Given it has been so many years since you last sold, you will want to read up on all the changes that have happened
That will you will avoid any 'surprises'
