The dropshipping seller's feedback is truly appalling and many of the items sold ,pills and potions etc, could be VERY dangerous to a person's health !

If it's still in the mail, when you receive the item and if it's not as described, open an 'item not as described' claim with eBay's Money Back Guarantee.
The seller will have 3 business days to send you a return label with tracking.
If the seller doesn't respond during that time, you can ask eBay to step in

No higher level to take it to yet. Nobody gets to return something prior to delivery .
You bought from a very obvious scammer but expect they were not going to scam you.
You said yourself you have been on eBay for 20 years as a buyer so you ought to know the bare minimum of buying basics.
You have even given the scammer positive feedback
Every single thing about this seller screams scammer
From their utter garbage feedback, photos lifted from other sites and everything else about them
