I am extremely disappointed with the current handling of my account status. I meet every single requirement for the 24-hour payouts program as per eBay’s own policy:
More than 10 sales in the last 5 days,
Well over the required minimum amount in total sales,
No unresolved cases,
A clean, fully compliant seller account.
Despite this, I am still listed as a "rookie" seller, and the faster payouts feature has not been enabled for me. This is completely unacceptable.
You seem to ignore both the actual volume of money I’ve processed and the consistently positive feedback I’ve received from buyers. I have worked hard to maintain an excellent track record, and eBay's system is clearly not reflecting the reality of my performance.

And, as mentioned, you are posting on the member to member forum for eBay Australia
Since you overlooked those two things, it is very possible you have overlooked something about your pay out set up
I suggest you contact eBay for Romania, and ask on the member forum there
