Experiencing Payment Issues on eBay

I need help please. This is my third attempt to purchase the same item from a seller in the USA and have the item sent to Australia. The first time I was not able to pay in time and eBay cancelled the sale on behalf of the seller. The second time I had to cancel the sale manually, because when I went to pay, it said the seller does not ship internationally. I have just gone to pay again as a third attempt and the same thing happened. I have communicated with the seller in-between the second and third attempt, and they said eBay walked them through the process for postage and selling internationally and all is set up their end. And therefore the problem must be my end. However, I have purchased from the USA in the past few months with no problems. I am confused and don't know how to correct this problem.

To do this, you'd have to access to the seller's account.
