buyer feedback number limits

For several months now I have had ebay limiting buyers with zero or low feedbacks to buying 1 item every 10 days from multi quantity listings

I put a restriction on early this year and cancelled it within a couple days to get around scam buyers of a used mobile phone

Contacted ebay many times and every time they state there are no restrictions on my listings from my end but some unexplained glitch (yet another one ) in the ebay system that they will make sure is sorted if they can find the correct person

This is costing me sales and ebay their commisions and sometimes on quite big sales

todays contact is a possible sale of $70 but I have lost some sales for several hundred over this period

Any one else had this problem and if so how sorted
