Am I reading this right? Same fees, less service?

Email received that I presume all sellers received. I am being given a 'FREE' store, with exactly the same fees I am paying now without a store subscription, but they are TAKING AWAY my ability to offer volume pricing!! I am a micro business with too little sales to make paying for a store worthwhile because all listings are in Teir 4 so the savings on fees is effectively $2 or $3 a month, but all listings are either multiple items and or with variations, so I can't go to the supposedly free selling fees.
