Buyer has not bought and now wants a refund. How did this happen and how do I fix it.
An Item I listed for sale is saying that it has been sold. It Hasn't I did receive and offer but did not accept. I tried to cancel the order and now it is saying I have to refund the buyer who has not bought the item. Can't contact anyone from eBay and Help is hopeless.

and it's been relisted ?
Cash on pick up is no longer allowed and personal details can't be exchanged until an item's been paid for through eBay checkout.
Why did you try to cancel ? What reason did you use ?
If you cancelled the transaction the buyer would be refunded .
Are you registered to sell, verified with both your personal and bank account details ?
Managed payments - The buyer pays eBay and eBay pays you.
