% discount sent can buyer receive 2 reductions?

I have sent % discount to a few of our customers with watched items.
As many listings have "make an offer" included in the original listing just want to know can the watcher still make an offer PLUS receive the special % discount sent to them?
Is the "make an offer" removed once the special % discount is forwarded to them, or do I have to go in and remove it from the listing before using our promotion?

If several promotions are running at the same time on one of your items, we'll automatically apply the best discount for your buyer at checkout.
If you've set up a coupon, buyers can apply it on items that have a markdown, but not on top of an order discount or volume pricing discount. If an item has a Best Offer or Offer to buyers, the offer takes priority, and the buyer won't be able to redeem the coupon.
