ebay refund a buyer when tracking showing delivered

Can anybody tell me how to contact ebay customer service as a seller? It was pretty easy to chat their agent or call them couple of years ago, but now it's impossible to find any contact method to ebay customer service as a seller. They only take your money but no way to find them to help you anything.

I have a buyer opened an 'item not received' case, but when I noticed it, ebay seems refunded to her straight away before I have any chance to do anything. And this tracking number shows the parcel has been delivered. Now I am trying to contact ebay to ask them what's going on, but I can not find any way to be able to reach them.

Please help.
