eBay taking more steps to shift responsibility on to sellers so don't be surprised to see the next step:
"Funds on hold: awaiting delivery". Taking a leaf out of the Chinese online platforms where sellers don't get paid until the shipping service records 'Delivery' on the tracking number.
Another method of holding sellers money while they receive interest or benefit.

I still get my funds regularly. I upload tracking for tracked items when posted, and mark as sent for untracked when sent.
What are your metrics, especially regarding uploading tracking, with a valid event (not Shipping information Received), within your handling time?

The OP's correct.
eBay updated their policy a few months ago to show:
eBay Commerce Australia Pty Ltd (“ECA”)
ECA may combine your funds with the funds of other ECA customers in pooled accounts and invest the funds. You do not have any ownership interest in these investments and any interest earned from these investments shall be retained by us.
