How are Ebay Global Shipping allowed to cancel your order and then take ownership of the item | Selling

Your full refund will be processed back to the original payment method within 72 hours. You may notice two separate refunds; a refund for the item and a refund for the postage and import costs. No further action is needed. This means they have cancelled my order without an option to sort out what the issue is. This is a rare fuel tank for a 40 year old motorcycle. I do not want a refund, I want the item I bout and paid for. Surely Consumer Law applies here?
