As you have been answered twice, it takes several weeks (up to 6 weeks) to actually get the refund. It is cancel within 5 days, not you will be refunded within 5 days. How long has it been since you actually cancelled? By all means, go to consumer affairs. They will advise ypu the same thing since you choose not believe the members who you have aske and who have replied. eBay do not read here, so it's not going to get any action from them
Even if it was via your AP account, the 5 day cancellation period still applies. The charge is valid as soon as the label is created, so rather than paying for a service you did not receive, you paid for the service and then chose (for what ever reason) not to use it. The systems are all automated and the time frame is probably set due to system abilities to cope with the millions of items processed daily. Wasting your time and effort with consumer affairs etc. Your only hope of success, is to contact ebay CS via live chat, politely explain your ignorance and hope for a goodwill payment from ebay. Note given the times we are all in, I would expect ebay to be reducing goodwill payments.

ebay say go to ap after 5 days.
ap say eBay have to do it as it’s through eBay and not my ap account.
It has ap tracking so ap can see it’s not used.
I might have to complain to consumer affairs as I’ve paid for a service that I haven’t received.

AP have to verify the label wasn't used before they issue a refund.
Did you use an eBay label or an AP one? If the latter, try contacting AP. If the former, investigate MyPost Business.
