Postage Rate Tables applying per item instead of per order

Hi all, I'm having this issue with my postage policy and rate table system where customers that are given a postage surcharge for being in regional or rural locations are applied the surcharge PER ITEM rather than just for their single order. In practice, this means that when a customer orders 2 items to a regional location, the surcharge is applied twice, doubling the postage cost they pay unnecessarily and hiking their total cost way higher than what we intend it to be.
I've looked at all areas that may be the cause of this; the postage policy specifies a base postage amount for everyone but then 0.00 for each identical item, for the Combine Postage Rules I have a Flat postage rule that adds 0.00 for each additional item and I have ensured this is selected in the Postage policy. This leads me to believe it is the Rate Table that this surcharge issue is coming from. I have also chatted to someone on eBay Help Centre over text and they have told me that Rate Tables only apply per item and there is no way to achieve a regional surcharge system that applies per order.
I am seeking some clarification on this and would like to know if what they have told me is correct. If anyone else has had similar issues or knows how to help resolve this, either using my method or by reconfiguring my postage policy system, any information would be greatly appreciated.
