Is there a simple way to list an item for sale with a fixed or reserved price, and allowing bids to be made. If the reserve is not reached the item is delisted.

You can't do what you are suggesting.
There's a simple way to list an item with a fixed price, but not for auction.
You won't get bids, you'll either sell it at your price or you won't.
What might suit you better is to think of what you hope to get for an item and list it at that price or slightly above. Not for auction, just for sale. You can then add 'Make an offer'.
That way, buyers who want it might make an offer and you can decide to accept or not, or you may even sell at advertised price.
I know it isn't the same as an auction but let's face it, you're just hoping an auction will take off and reach insane levels and unless it is a really rare piece, I doubt that happens so much on ebay any more.

And no, if you list both an auction price and a 'buy it no' price , the 'buy it now' price will drop away if someone makes a bid on the auction price
Don't put any price you won't take if the item only gets one bid
Don't forget about all the fees involved in selling
Don't list anything if you have not fully signed up for Managed Payments, and been verified
Don't forget, since it has been so long since you last sold something on this account, eBay see you as a 'new seller' and your funds will be held by 30 day (you must still post within your handling time though)
A good idea to read up on the numerous changes there have been since you last sold, so you don't have any unwanted surprises
