Shipping to the USA from Australia, tarrifs question and who pays?

Hello everyone,, I am a returning seller who hasn't sold for some years. I was a frequent shipper to the USA however this was way before all these tarrifs etc.
I have set up the ZONOs account, so all is well there.
I just want to confirm that the buyer will not get anything added to their purchase in checkout by ebay as well, since there seems to be so much conflicting info out there.
As the seller I am planning to add the 10% + Zonos fee on to the postage price and charge the buyer that amount. Does ebay charge the buyer anything else when they check out?
Is the seller fully responsible for the tarrifs?
