Combined international shipping worked for seller but didn’t work for me

Bought 2 items from a seller which was apparently eligible for combined international shipping. I messaged the seller just to be sure he can do that and he happily agreed.
When checking out, the sum total for postage shows that I’m paying twice, but the seller assured me that he will give me a refund for any extra postage paid.
Upon checking out, seller told me that eBay’s combined postage mechanism worked automatically. Was sceptical at first but he showed me a screenshot which says that I only paid $5.10 for postage, which is absolutely different from what I actually paid (I paid $17.86). In other words, combined postage worked for the seller but not me, and eBay seemingly pocketed the difference.
Fast forward 8 days later today, I’m still trying to explain this issue to eBay CS, which is proving very hopeless. Easy money hack conjured up by eBay or newly discovered bug?
Anyone else faced this before?

Or is the issue that you paid more than the seller received?
If it’s the first, I’ll quote this section from the relevant Help page:
❝If you're buying more than one item from the same seller, the postage will automatically be combined at checkout if the items are eligible. If you choose to pay import charges at checkout for some items in your order and defer them until delivery for other items, your postage won't be combined. Combined postage is also not available for auction-style listings.❞
Does that help?
If it’s the second issue, that you paid roughly $10 more than the seller received, I don’t think it’s because of combined/noncombined postage. It would be the total including:
• domestic postage charged by the seller (which the seller receives) from seller to eBay hub,
• international postage charged by eIS (with which the seller has nothing to do, and which isn’t received by the seller),
• any handling charges involved with the international shipping,
• applicable customs and duties, and
• the 10% GST on the total order including shipping, handling, etc.
Is that what you are seeing?

·1 year agoOne thing to remember is , if the seller's using EIS, he's only responsible for , and receives, the domestic shipping cost to the eBay International Hub.
All other fees and charges collected by eBay are for the cost of sending from the Hub to you.
