If it was done knowing that it would be rendered, yes.

They are going to have to slap a lot of render on to smooth it out, the morter left unsmoothed between the joints looks a bit thick.

An after picture would be good.

My concern is the middle section of the last course it isn't even across the top. Should I put a spirit level on it?

I think the level of the spirit was more important to the brickie.

Seriously, the section where the top is not even, looks as though the whole wall is sinking there. Perhaps the foundation was not to the appropriate standard.

I'd have personally used a string-line in preference to a spirit level.
