Maybe. But politicians seem to do it frequently. They get asked a question and start answering it in a round about way that doesn't seem to touch on the actual query. Somewhere in it all they will have a go at the opposition too if they can.

I think they hope that by the end of it, everyone will have forgotten what the original question was because they still haven't really answered it.
