@little_red01,

I take it that you mean that eBay's policy of not allowing negative or neutral feedback if it's attributable to the GSP is corrupt...?

You probably need to consider eBay's reason for their relationship with Pitney Bowes and setting up the Global Shipping Program in the first place. Now, don't take this to mean that I love the GSP. I don't. (I don't buy if the only postage option is via the GSP.)

However, I can certainly understand the benefits to sellers.

It's also important to note that many many sellers are opted in to the GSP without even being aware that they are. As others here have explained, for such sellers there isn't any flag popping up to notify them that the sale is to an international buyer, because the delivery address is not, for instance, 1 Platypus Drive, West Flaming Kookaburra, NT, 8888, but rather the address is local - to Erlanger, Kentucky, USA. As far as the seller is concerned, it's just a case of domestic shipping. Once the parcel gets to PB's warehouse, it's deemed to be delivered (as far as the seller is concerned, and as far as eBay is concerned IN TERMS OF THE SELLER'S RESPONSIBILITY).

You might want to read through the Global Shipping Program page to see why US sellers (and UK sellers - similar but not identical policies) who have DELIBERATELY opted in to it love it.

Concerning feedback, I'll quote from that page:

❝Any negative or neutral feedback that can be attributed to the Global Shipping Program from item handling during international transit will be removed.❞

Sellers also love this: ❝If an item is lost or broken during international shipping, eBay Money Back Guarantee cases will be resolved in your favour, and your seller performance standards won’t be affected.❞

<LI-SPOILER>
Stated on eBay.com's Money Back Guarantee page, ❝A buyer is covered by the applicable eBay Money Back Guarantee or similar buyer protection policy of the eBay site where checkout occurred.❞

However, the eBay.com.au Global Shipping Program Buyer Terms & Conditions seem to confuse the issue:

❝Lost, Damaged, or Undeliverable Items; Valid Delivery Address Required.

If a GSP Item that you purchase is not delivered to the delivery address specified by you or to the collection center near you that is designated by the shipping carrier, it is damaged, or it does not match your Seller's description, your purchase may be covered by the PayPal Purchase Protection program. More information about PayPal Purchase Protection may be found here.❞ (and I should note that the link to PayPal Purchase Protection is a dead link. The correct link is here (and scroll down to Item Not Received claims - about a quarter of the way down the page).

It doesn't say that GSP items are not covered by the MBG, merely being silent on the subject. That makes it doubly confusing since the eBay Money Back Guarantee (eBay.com.au) page actually refers the user to that very page from which I quote directly above.

❝For items shipped through the Global Shipping Program, the Global Shipping Program's terms and conditions for buyers describe how members are protected by the eBay Money Back Guarantee.❞ There is nothing on the GSP's terms and conditions for buyers which even mentions the MBG.
</LI-SPOILER>

Don't be too dismayed about whether or not you can leave feedback. Many buyers don't look at feedback, or don't bother reading relevant feedback... most don't seem to realise that a feedback score of less than 99.5% is bad in a high-volume seller. So many buyers come to these boards incandescent with fury about a purchase that wasn't satisfactory (never arrived, or completely different item, or obvious fake, or incredibly poor quality, etc., etc.), with a good portion of their fury about their inability to leave negative feedback - usually because it's past the timeframe for being able to leave feedback. The buyers want to vent their frustration and make the seller pay by giving the harshest criticism they can. All caps, words such as "scumbag seller", "thief", liar", "WARNING! AVOID! NEVER BUY FROM THIS LIAR!" etc., are glowing red on the end of the buyer's fingertips, desperately wanting to be flung free into feedback.

... But it's rare that such feedback would be the very first negatives given to that seller. I don't think I've ever seen an example where the buyer's negative (if they were able to give it) would be the only red dot in a sea of green. The buyer so frequently says "I want to warn other buyers", but really, truly, that cannot possibly be the true motive. Not when that self-same buyer has ignored every other piece of "WARNING! AVOID! BAD SELLER!" negative for the very seller from whom they purchased...

I don't know if it's any comfort to realise that your negative is highly unlikely to "save" other buyers (when you give negatives to genuinely bad sellers) if subsequent buyers don't bother checking the feedback properly... I also don't know if it's any comfort to know that if you had a bad experience with an item that you could purchase only because it was available through eBay's GSP, it is almost certainly not the seller's fault... You are definitely not alone in preferring not to purchase items if they're going to be sent through the GSP. It is by no means a perfect system.

There are benefits to using the GSP, although admittedly the benefits are primarily for sellers. There are issues involved for buyers, and there are certain items you should never attempt to purchase through the GSP because they are items which PB will deem restricted or forbidden (and thus deem undeliverable), even if the items are NOT forbidden by Australian customs. Used with care and with awareness that the delivery time is probably going to be around 3 weeks, and that there are various stages of "delivery" throughout the process, it is still an option worth considering for some items, I believe.

The whole GSP (Global Shipping Program) is a typical eBay abortion.

I think the easy way to send a message to eBay US Sellers who use GSP is to leave them Negative Feedback when an item doesn't arrive which was shipped using GSP.

Unfair against the Seller you say....well it sure is, however I email them first and advise what I'm doing and why.

Most understand and simply Opt-Out of the GSP, or has been the more common result they deal with you direct.

Ebay are just SO DUMB, they can't run anything right and will now lose even more customers and $$$$$.

Thanks eBay, but the US Seller and I have just concluded a transaction outside eBay on the same items your GSP said couldn't be shipped to Australia (which of course was wrong as chainsaws are perfectly legal in Australia) you MUPPETS

The negative feedback will probably be removed as the seller can prove that the goods were shipped.

And Pitney Bowes are quite within their rights to refuse to ship any goods that they decide will cause problems, whether the goods are legal to be shipped to Australia or not.

They will not ship knives of any description.

Never mind Global Shipping, Aust Post will ruin Ebay with it's over the top parcel rates of now. They claim to be losing money on letter postage, well, what would they expect with all the stamp price rises in recent years. Now they are looking at charging you to have the mail delivered, I thought that was the purpose of paying for the stamp in the first place, to have that letter delivered anywhere in Aust, for the cost of the stamp. Some desk jockeys have too much spare time and not enough brain power to see that it will cause mayhem when everyone will have to drive to a central collection centre to collect the mail, as in parking etc etc. Imagine a whole suburb turning up at a collection centre on mail day? Absolutely brilliant idea.....not.

Hi Lyndal1838,

You appear to have some very strong loyalities to both eBay and Pitney Bowes, moreover defending them when clearly they are wrong.

In my case it was a chainsaw & various small parts.

Everything was new, factory sealed bags and completely clean. The response (or excuse) offered from GPS/ Pitney Bowes was and I quote....."your items were unable to be shipped outside the United States as it contravenes Australian importation requirements".

I won't state me employment directly, however I know Australia's legal requirements for importing anything into this country (been my job for the Federal Government the past 27 years).

Anyway, all turned out well as the Seller and I transacted outside eBay and sent items USPS instead. In fact we will continue to do so in the future (thanks for the free introduction eBay).

Neither eBay or Pitney Bowes made one single cent...in fact it would have cost them money.

Think you may have got that back to front......eBay has destroyed Australia Post by letting those eBay muppets in the door a few years ago.

Look at our postal price rises since eBay signed partnership agreements (contracts) with Australia Post, more importantly look at the dates when the sharp price hikes took place and the dates eBay got their claws into Australia Post.

Not too sure what you mean by saying Ebay has ruined Aust Post, my suggestion is that Aust Post has benifited greatly, and this is validated by their own recent statement sayiong their parcel division is propping up the whole mail system. Probably none of my business, but why would anyone want to import a chainsaw from the US when they are all over Aust Ebay from local sellers, at giveaway prices. I have purchased several, and with only one exception, are still going strong, and fully serviceable.

Sorry lyndal, clearly read your first post incorrectly.

Read some other GSP posts on the forum, and it appears almost everybody thinks the GSP system sucks.

So given everybody hates it, the muppets at eBay will continue to run with it...these eBay executives must be *bleep* as the 10% Sellers fees have turned eBay Australia to a virtual ghost ship (next to nothing listed these days), now how long before these muppets try to push GSP in Australia.

Clearly the US economy is still doing it tough and people are struggling, because so many Sellers are only too happy to deal direct off eBay to make a sale.

Thankfully there are so many online options for Buyers these days that eBay is fast falling by the wayside.

Yes, you get your refund from the seller.....but not from Pitney Bowes.....that amount is withheld from the refund. I did not have to open a dispute. The seller could see that there was no tracking for the item and issued a full refund.....paypal clawed back the postage component of the refund after it had appeared in my account.

And I have already said that negative feedback will be removed.

Where have I not got my facts straight?

You have chided me for incorrect facts about the GSP in the past afantiques but every fact that I have posted has been verified by my experiece.

I have no doubt that you are correct about the way the system is supposed to work but we all know that a lot of the ebay systems do not work as they are supposed to.

Please do me the courtesy of not calling me a liar when I post my own experiences...they are what has happened even if they are not supposed to happpen.

Lyndal, are you saying that Paypal refunded the item price but withheld the postage component, thereby breaching their own Terms & Conditions?

If so, did you lodge a complaint with the FOS and eventually have the issue resolved?

CQ, the seller issued a full refund after I asked for a tracking number 9 days after I paid for the item. There was no tracking number....the full refund was issued and I received an email from paypal advising of that fact. Half an hour later I received an email from paypal to say I was not elligible for the postage refund because an item was shipped.

And to add insult to injury paypal also took US$1.90 (AU$2.20 at the time) from the amount of the item cost.

Paypal was not involved in the dispute.....there was no dispute as the seller refunded as soon as he found out that there was no tracking number.....and Pitney Bowes is within their rights to keep the money if they say the item has been shipped. The problem I have with that is that there was no tracking number so how am I supposed to know if anything was shipped.

Thanks Lyndal, and I'm very sorry to hear that. I can't believe they can get away with it and had it been me, I'd have moved heaven and earth to make sure that I'd received back every cent that I'd paid, purely as a matter of principle.

I'd have certainly taken Paypal to task, via the FOS if necessary, because what they did was unconscionable and very likely in breach of their own Terms & Conditions, and Pitney Bowes appear to have a lot to answer for as well.

I don't often buy from the US but is the seller used GSP I buy elsewhere and tell the first seller why. many of them do not realise that the buyer is being charged so much extra and there is also a high chance the item will not even be sent.

Once you start anything ouside the defined procedure, the results are liable to be as unsatisfactory as your experience showed.

The lesson to learn is not that all GSP problems will end in financial disadvantage, but that any attempt to resolve them without a formal PP claim will be disadvantageous.

I had no reason or opportunity to start a paypal claim.

After 9 days there was no tracking number for the item. I asked the seller if he could provide the tracking number. The answer came back that he did not know what had happened to the package, could not provide a tracking number and would issue a full refund. This message was followed within minutes by a paypal advice of the refund.

Are you suggesting now that at the slightest sign of a problem, no matter how minor, we should all go screaming to paypal to open a dispute? And I do consider having to ask for a tracking number to be a very minor annoyance, not even a full blown problem

I note your account is registered in the UK and has no recent trading history. What practical experience have you had with the GSP that makes you such an authority on it?

Are you suggesting now that at the slightest sign of a problem, no matter how minor, we should all go screaming to paypal to open a dispute? And I do consider having to ask for a tracking number to be a very minor annoyance, not even a full blown problem

I am saying that the only way you will get a full refund is by making a formal claim. Your seller had good intentions but did you no favour, as it turned out. Sellers are as inept at the use of the GSP as buyers can be. Any tracking available should be accessable through your purchase history.

GSP is notorious for the uselessness of the tracking of the international portion of the shipping. Allegedly, they are working on this.

I note your account is registered in the UK and has no recent trading history. What practical experience have you had with the GSP that makes you such an authority on it?

This is a posting ID, retired from selling.

I have been studying the GSP since it was first announced, since I could see at once just how much of a disaster it was likely to be. I have probably read all GSP related posts on the US, UK, and Canadian sites and many on ebay Australia. I have also conducted practical experiments with test listings of BIN and auction format listings to assess the buyer's eye view and experimented with item specifics and weight and dimensions to try and work out how shipping costs and import charges were derived.

By far the biggest cause of problems is the ignorance of both sellers and buyers, due to a woeful lack of effort by ebay devoted to explaining the system, and the confusion among buyers concerning the difference between postal imports and the GSP bulk airfreight imports. Describing the shipping as 'International Priority' which many users confuse with USPS 'Priority International' is just one of many poor choices by the system designers.

You are to be very highly commended for all the research you have done but it does not always make your "book learning" relevant to the actual operation of the system.

As I have mentioned...there was no tracking number to be found which is why I asked in the first place. And I must admit that once a parcel is showing in the system the tracking has always worked quite well. I always know when it it is stuck somewhere.

And despite you trying to tell me that I do not know what I am talking about, it has also been confirmed by other members that USPS and Australia Post are used by the GSP at times.

One of my poarcels arrived in Australia with FedEx but they handed it to AP to be delivered. AP said it was an invalid address and sent it back to FedEx. It was finally delivered to me nearly 2 weeks after it arrived in Australia...and I only live about 3ks from the FedEx depot in Mascot where it arrived and cleared Customs.
