    <description>&lt;P&gt;No. If the transaction is cancelled prior to payment, eBay consider (rightly) that no transaction occurred, and thus feedback can't be left.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I suggest you try buying what you want from somebody else.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;He could well think that he can continue to cancel transactions if he doesn't get the price he wants, but if he uses 'broken or no longer available' as a reason he will soon accumulate enough policy violations to have his account restricted or cancelled.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Cancelling before an auction is completed is not the same stunt. A seller can withdraw an item at any time before a sale is completed. Unilaterally and with no consequences.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Maybe pay full price for what you want, at BIN, and you won't be subject to the whims of sellers who think auctions are still a viable option on eBay.&lt;/P&gt;</description>

      <description>&lt;P&gt;Is there any way to leave feedback for a seller who cancelled the auction 80 minutes after I had won the item, but before I had the opportunity to pay for it?&lt;/P&gt;&lt;P&gt;The reason given was that it was broken or no longer available, but miraculously it seems to have fixed or found itself and was relisted shortly after he had cancelled it.&lt;/P&gt;&lt;P&gt;I seem to remember there being some process via Ebay US for leaving feedback, but have looked all over and can't find out how&lt;/P&gt;&lt;P&gt;He has pulled the same stunt again this arvo, cancelled it with a day to run this time.&lt;/P&gt;&lt;P&gt;Thanks&lt;/P&gt;</description>
