For quite some time i've noticed that a lot of items for auctions come from the same sellers with different user names yet when you go to report the system doesn't work as it keeps saying numbers are incorrect. It seems ebay doesn't care or want to know as this issue has been going on for over a year.

Buyers and Sellers are allowed to have multiple accounts, therefore unless they appear on the same ID it is not a duplicate listing

If they are auctions, they are not subject to duplicate sanctions.

As clearly noted on the page, the policy only applies to fixed price listings.

And only applies within an account. What proof do you have that the accounts belong to the same seller? If they are in China, eBay Australia can't touch them and they could well be different sellers using the same stock pics and descriptions.
