I recently purchased a item and the seller is refusing to send it i have put in a request on paypal to get my money back but i can not do anything on ebay since it’s before the arrival date what should i do?

Why is the seller refusing?

Was it won at auction with a very low price?

What is the estimated date of delivery?

Need more details

Was it a pick up only item?

Do you have PO Box and the seller does not post to them?

Are they not sending until payment is released (funds being held) ?

Did they simply just contact you and say 'I am not going to post this'

Have you communicated with the seller directly?

If you have already opened a request with Paypal, that's what you must use. In future NEVER open a Paypal dispute before an eBay dispute because you can't go from a Paypal dispute to an eBay dispute, but you can go from an eBay dispute to a Paypal one.

Edit to add. Do not open a Paypal dispute and an eBay dispute at the same time, they will both be closed in the seller's favour.
